Tick the "include tiles" box when you make a blueprint. It still won't work (left clicking on water doesn't work because building can't be placed on water, while shift-left clicking will just build the landfills without the rest of the blueprint) so it's probably wise to not bother until Wube can fix this broken nonsense. #1.
